First decide on a business structure Online Merchandise as a Sole Proprietor, LLC/Corp, or Partnership.

 You need a seller's permit  for your online merchandise business , which you can obtain on this site. 

Registering Your Own Small New online merchandise Business 
First, select your business structure: Sole Proprietor, Partnership, LLC or Corporation. 
The above step is important business all documents will be filed under the type of business organizational structure.
After that, you will need to obtain a business permit. 
This is a general business permit that all new businesses must obtain. 
In addition, all  online merchandise  businesses must be identified by a business tax ID called a federal tax ID number or Employer Identification Number (EIN). If you file as a sole proprietor, you can use your social security number instead of the federal ID. 
Then, a seller's permit is required if you sell merchandise wholesale or retail. 
The sellers permit is also called state ID, wholesale ID, resale ID, or re-seller license. 
If you are an employer, you will need a federal employer Number and a State Employer Number.
If you do business as a name other than your full legal name, for example, you do business as " Discounty A1 online merchandise ," you will need to file a doing business as (DBA) filing. 
Finally, you have the option or incorporating or forming an  online merchandise  LLC. Setting up as one of these corporate entities allows you not to file a DBA.

If you are applying for wholesale purchases from a wholesaler, you will need to enter your resale ID which is your seller's permit number.

First, you will need a GENERAL BUSINESS tax registration called a business license.  
Second, you will need a SALES tax registration called a seller's permit or sales tax state ID number so you can buy the things you need wholesale and sell things online and at flea markets. 
Third, your assumed business name DBA doing business as "X-zotic Super art Flea Market Crafts 4 U," is a fictitious business name and a fictitious business name must be registered with a DBA business name registration. The reason for that is to protect the public from fly by night companies that use a business name and then close over night.

About 10 yrs ago I had small business but o went out off business I would like to know if I can use the same id # for a new business if is yes how I can get a copy of the id number Thanks Amanda

Most likely after 10 years, the government retires that tax id and most likely you will need to apply for a new tax id.
