You need a seller's permit, an occupational business license, and an assumed business name registration. If you are an employer, i.e., if you hire workers, you also need a state employer tax id and an IRS employer ID as well.

Main thing I want to do first off is to get all my suppliers in order and for drawing on my business plan getting all my start up costs down on paper I am in Alabama and I am anticipating doing floral work for weddings and events.

Some supplies are easier and cheaper to buy wholesale. That being said some wholesalers want a resale id. Can I just get a resale id without getting a business license? I am opening a candy store in santa cruz california.

Wedding planning requires a seller's permit to buy the materials for decoration wholesale. You also need an EIN because you are an independent contractor business and a DBA, LLC or corporation because all other licenses will be registered under your legal entity selection.

The sales and use tax is imposed on the retail sale, consumption, rental or use of tangible personal property in Pennsylvania. The tax is also imposed on certain services relating to such property and on the charge for specific business services. Major items exempt from the tax include food (not ready-to-eat); candy and gum; most clothing; textbooks; computer services; pharmaceutical drugs; sales for resale; and residential heating fuels such as oil, electricity, gas, coal and firewood. 
The Pennsylvania sales tax rate is 6 percent. 
By law, a 1 percent local tax is added to purchases made in Allegheny County, and 2 percent local tax is added to purchases made in Philadelphia. tax rates can be no higher than 8.0%. 
At present, Philadelphia is allowed to impose an additional 2% sales tax rate through June 30, 2014 and Allegheny County is authorized to levy a 1% local sales tax.
